Details: There are not currently any deputy owners in the clan, the account which would be taking the new ownership however (myself) is the second highest ranking member in the clan, with the only other account being my ironman which is the same rank as me. I am also uncertain if the current owner has logged into his account at any point throughout this year but I personally have no seen him online in a year.

Our clan leader is inactive for like a year now but he once logged in for 30mins but he won't give he's rank to a deputy owner. and we are working on a new ranking system for our clan so we would like some support from jagex because the owner won't help us at all.
this problem is going on for like 1year or maybe longer but the anoying part is that he login for 2mins and will log out after it just to troll us i guess ?

My deputy owner created our forum and he is no longer in our clan so i need to either have the forum transferred to me or removed so that i may create a new one as i cannot edit the one he created can you help please? hihi
