2 character names don't always have to be an actual word to be classified as rare. A name like "Zq" is more desirable than "Hj2". It's a matter of how many possible combinations are there, and more common names can override the rarity.

I get comments all the time about my name and I know there are many other squibs now with numbers after the word because of Harry Potter (it's a non-magical person) but I was already this name ten years ago before Harry Potter was something I knew about which is pretty cool.
