I'm really not sure about f2p efficiency. My advice would just be purchasing members again, right now =p. It's only 5 extra dollars. But if that's not an option, try to stick with things that are somewhat efficient, such as cutting willows or firemaking.
Just a thought, what about the strange rocks you get from various skills?
If you are Woodcutting normal trees to get logs for Fletching, you might get a strange rock in Woodcutting, but you wouldn't get one if you buy the logs. You could also get the rock faster than Woodcutting just for the sake of levelling, so doing the slower option might help you out in the long run.

Barbarian Fly Fishing also gives agility and strength xp (about 1.1m each from 75-99). It also gives cooking xp if you cut the fish but this slows down fishing xp/hr rates. And btw.. Monk fish are not 45k xp/hr. They are much less. Also when considering if something is more efficient than something else(sorry bad choice of words) you have to take into consideration the time it takes to prepare for it. I.e. Running to Stealing Creation and coming back to doing your skill later takes time.

Strange rocks are something that could be considered, but that I don't see factoring into the overall equation too much. I don't believe at this point that it's truly efficient to go around "seeking" the strange rocks; the time spent switching between skills would negate the added bonus (though this has not yet been proven and it may in fact be more efficient). As for when to use them, I would say as soon as possible, so your chance for a new set is higher (assuming you skip around skills at least occasionally)
Certain calculations could be made and certain tests could be done... but no matter which way is most efficient, I don't believe the rocks would either slow you down or speed you up drastically =p.

You're totally correct! As I said, the numbers given in all situations were just rough estimates. Barbarian fishing is probably even better than monkfishing than my estimates showed. There are many more factors in "reality" than in a simple comparison between two objects like I gave in my examples, but I kept them simply because they were, in fact, examples.
The time it takes to switch between activities is also able to be calculated in. However, it shouldn't have too much of an effect unless you're one of those people who switches activities daily or even hourly. As long as you make the efficiency calculations ahead of time, and stick to what's best, that wouldm't really be an issue anyways =p.

Just a reminder: Even though the Theory of Runescape Efficiency and it's many truths and principles do indeed provide the "best" and most efficient way to complete the ultimate goal on Runescape, sticking to them at all times is certainly impractical; I violate them myself frequently. It's good to understand them though, just to be conscious of the decisions you're making
