I also just saw a post say that the outfit is 6% bonus. Just for completeness, I'm going to calculate that, too.
90m * 6% = 5.4m
5.4m / 40 hours = 135k

So, if the outfit gives 5%, you need 112.5k xp/h to beat the outfit's bonus. If it gives 6%, you need 135k xp/h. This is all assuming you're going from 13m xp to 104m xp. If you're going for 200m xp from level 99, you'll need even better rates to beat the outfit!

I want to rectify my earlier calculations (again; sorry) since I found out how long getting the Master Runecrafter outfit takes. I'll put my thought process out so others can find my mistakes more easily.

According to both wikis, a P2P GOP game lasts 18 minutes and gives 540 tokens for a tie. An F2P GOP game lasts 13.5 minutes and gives 405 tokens for a tie. Therefore, both P2P and F2P games offer exactly the same tokens per hour (members will get slightly more because there's less wait between games; nonmembers may have an easier time gathering people to play). Excluding waiting for a game to start, it takes 33.3 hours to buy full Master Runecrafter's, from 0 to 60k tokens. If the wait time is 1 minute between each game, you will spend 148.2 minutes waiting in F2P or 111.11 minutes waiting in P2P. Wait time will be ignored in calculations.

Level 99 to 120 is about 91m xp; 6% of this is 5.46m. Gaining 5.46m xp in 33.3 hours requires 163,964 xp per hour.
Level 120 to 200m xp is about 96m xp, so the numbers will be nearly the same as 99-120.
Level 99 to 200m xp is a little under 187m xp; 6% of this is 11.22m. Gaining 11.22m xp in 33.3 hours requires 336,937 xp per hour.

I would like to calculate other sets' worths in time, but most of them are randomly obtained or from SoF/TH, so it's obviously extremely hard to calculate.

Here's the Fisherman outfit, since it's the only other reliably-obtained set. Set is 560 tokens total. A game is 10 minutes, or 1000 ticks. I forgot the average tokens per game, so let's say you get 28 (so it takes 20 games; 28 should be easily achievable while getting max medals). 20 games, 10 minutes each, takes 200 minutes (3.33 hours). That's 1/10 the Runecrafting outfit's time, so just multiply those required xp rates by 10. Good luck getting 3.3m xp/hour.

Enhanced Yaktwee Stick took less than five hours to get in my experience, plus you get xp and charms, so it's also less questionable.
