When you enter the Ape Atoll dungeon, keep going further until you reach the middle of the dungeon. Keep a look out at the mini-map and when you reach the farthest south side of the map, that's where you will stay.
When I mean the farthest south side, is when you turn all the way to go north and directly towards the mage - even though you don't have to do this - I'm just saying it as a guide so you don't get lost.
Really, there are many spots. But, this is the best one so far - followed by the one that is before.
They do respawn by their bones. They should be coming up normally. If they aren't now, you can pick up the bones and make a square yourself to make it fit like at 3x3 square. To make them stay like that, just keep moving around until you have a perfect square.
It doesn't' really matter. As long as you're able to hit the most at a time, everything should be in place. Keep moving until you feel like they are correctly positioned for you to chin them.

Approximately 58,000 red chinchompas are required from 81-99? I suppose that will work out, although I've played RuneScape for more than 2 1/2 years.
I still think this is a good guide, but although I can't attack skeleton monkeys, I'm sticking to the Chaos Tunnels. What can I kill there with red chinchompas?

Ideally, the best level to start chinning efficiently is level 85. This is because the experience will be greater and you are more than likely not to fail when the chins are thrown at the monsters.
Of course, this doesn't mean you can't start from 72. You can, but it will take you a bit longer and cost you a bit more until you reach level 85. Personally, I started around the late 70s and it didn't make that much of a difference to me.
From 72 to 99, you will need around 65,000 Red Chincompas. From this level, you will gain about 3M-4M experience in Hitpoints. This will vary but you asked for an estimate so I gave it to you.

In the Chaos Tunnels, you will find Mummies. These are good experience - but not as good compared to what you can get with Skeleton Monkeys at Ape Atoll. If you decide to go here, you will receive decent experience and drops that can be used to pay for some supplies used.

You're only allowed to lure 9 so it's advised to lure all of them for the highest possible experience points.
