Also, I'm 71 range right now, do you think it's a possibility to get 75-99 range with a budget of 56m?

That's more than enough! The most you will use will be 46M. Good luck!

It would be wise to buy them by stacks. For example, buy 50 of them first. If you think you will need more, buy them in lower amounts. This will let you save money. Ranger is better.

You will use 40,000 Red Chincompas. Multiply that by the price that you will pay for them [it varies from people to people] and then add how many Prayer potions you will be buying.
My estimate would be around 27M.

BigBad Wolfe: You will need 14,000 Red Chinchompas. Multiply this by the amount you will pay for them [which varies for everyone] and then add everything up. You will use around 100 Prayer potions, approximately.
DGk XD: From your current level, which is level 93, you will get to level 97 with 20,000 Red Chincompas. Good luck!
