Chapter VI: Concluding Rules and Regulations

Article 62. When it has become necessary in future to amend the provisions of the present Constitution, a project to the effect shall be submitted to the Imperial Senate by Imperial Order.
(2) In the above case, neither House can open the debate, unless not less than two-thirds of the whole number of Members are present, and no amendment can be passed, unless a majority of not less than two-thirds of the Members present is obtained.

Article 63. No modification of the Imperial House Law shall be required to be submitted to the deliberation of the Imperial Senate.
(2) No provision of the present Constitution can be modified by the Imperial House Law.

Article 64. No modification can be introduced into the Constitution, or into the Imperial House Law, during the time of a Regency.

Article 65. Existing legal enactments, such as laws, regulations, Ordinances, or by whatever names they may be called, shall, so far as they do not conflict with the present Constitution, continue in force.

Welcome to the Citadel Introduction of the Empire. Here we will explain to you hopefully everything you need to know about the Citadel system and how the Leadership manages its continued growth.

Our Emperor is very keen on the Citadel for a number of reasons. One by his quote of what ours represents, but also the fact of unity within the Empire. Not only is it a great place to skill, but also a fantastic place to meet your fellow clan members and get to know one another.

~+~+~+~Entering the Citadel~+~+~+~

When you enter the Citadel portal to the world you will notice a few things have changed.

The 1st thing you need to do is to look directly next to your spellbook icon to a castle.

Upon clicking that icon a menu should pop up for you personally, displaying a skill plot and at the bottom your "Resource Cap" which should be 0/1200 after each build tick.

Always ask your clan leaders what specific area needs to be worked on, so we dont overstock on a certain plot.

~+~+~+~Banking and Teleporting~+~+~+~

The Citadel has 2 bank locations, one with the battlefield and the other with the head guard in the keep.

Where your traditional world map icon is located, upon entering the citadel it changes to a map of the citadel itself. Above each plot or known location is a "T" which pressed would automatically teleport you to that certain location.

In the same panel as the above comment, you are also able to see what are your leaders planning as upgrades in the citadel, what we currently have, and how far away we are from the next tier.

Lastly, if you ever have any questions regarding the citadel, your clan leaders are always ready to answer your questions.

~\+/~Citadel Upgrading and Upkeep~\+/~

The Citadel is very easy to manage, problem is it takes a bit of time and patience to see its upkeep costs are met. In this section, we will explain the upkeep as opposed to the upgrading of the citadel plots, statues, and keep itself.

Each Clan upon creating a Citadel of their own will have to maintain a certain upkeep cost based upon their clan tier level. Each tier is different, in which some only require 4k wood and others requiring 3.5k wood and 3k stone. If you find yourself being one of the first people to visit the citadel during the new week, always make it a priority to see the upkeep costs are met. Nothing will upgrade if the citadel upkeep costs are not met.

Upgrading is a little different. Though you may think we have 4k wood collected that should be enough to add another skill plot, you are mistaken in that. The Upgrading takes place after the upkeep costs are met.

For example: Tier 3 Citadel requires 3.5k Wood and 3k Stone as upkeep, clan wants to build a furnace that needs 300 wood and 100 stone, clan members must procure 3.8k wood and 3.1k stone to make the upkeep and the upgrade cost.

Always consult a clan leader about this, as it can get tricky and we dont want a diplated citadel!

~\+/~Uses of the Citadel~\+/~

The Imperial Citadel is used for many reasons, mainly a place where your leaders conviene within the Keep Senate Hall to discuss issues on how to make your clan experience better.

Private meeting halls on the second floor allow members to meet in private if you chose to speak of something delicate and not for everyones ear to hear.

Gatherings and rallies before wars are held at the Citadel Town square to get us fired up before the war or the fight to come.

The Senate hall is also a place where we call full clan meetings, where the clan leaders listen to what the members would like out of their clan and how we can better accomodate to fit your gaming needs.

Lastly, your leaders and diplomats use the Citadel to entertain other clan representatives, so a clean well organized and beautified Citadel will increase chances of our prowess to increase.

SPQR is an 8 year old Empire, basing itself from the East Coast of the US to the West Coast. We are an active clan, focusing more on skilling and combat oriented areas of the game. SPQR has been lead from a Republic to an Imperial Family Line by our current Emperor, Augustus Neo Caesar, who has plenty of leadership experience, and determination to lead us to new heights.

Romans work as a unit, or a cohort, adventurer, so you will never be alone when your a citizen of Rome. Joining our ranks means:
