Subject: Public Address to the Fremennik People

Hail Fremenniks!
As the newly appointed, newly crowned High King of this most glorious empire it is my first decree is to set a probational period of approximately one week for all outlanders invited to empire. This probational period will allow for outlanders to experience our culture, rituals and lifestyle without having to immediately apply for citizenship. This will give them time to consider becoming an official Fremennik citizen.
I would like to address something I find needs to be brought to the light. During the last public forum in which the people of the empire gathered in assemble to discuss some very pressing matters I was inquired by a citizen about the Citizenship process and it's usefulness and if it is really necessary.
The Citizenship process put into place is there for organizational and security purposes. In order to remain and to be considered an organized independent nation we must require that our people apply for citizenship after a certain number of days being in the empire. It is necessary and essential to the survival and to the empire's well-being that we keep record of everyone; their usernames, previous names, levels and capabilities, past affiliations, loyalties and agreements.
In the past we have encountered many situations in which certain people attempted to multi-clan, trying to apply on several other accounts, and enemies trying to gain useful information through espionage. All of these are reasons for the citizenship process.
