just read an article about the citadels, says every member should put in atleast 20 minutes per week at the citadel, to keep it from falling apart. Any more than that will help get us to the next tier! It shouldnt be that tough to do it, and it also wont cost any money, all supplies for building the citadel will be supplied inside the citadel. =)
