Overnight reports.
Meloff had some concerns about delayed reporting. There was a lack of clarity over when the trade occurred and why the report was delayed. Updates should be reported as soon as possible, and when it is not possible to report instantly, we should specify as accurately as possible the time window the trade occurred, for example 'I bought wine overnight, in the last 9–10 hours'.

Multiple reports.
(Edit: after the session there was a long discussion on what was agreed upon, consider this rule on-hold for the next few days—see Trips' post below.) The existing rule was that we should not report multiple like-for-like trades within 1 minute of each other; Bond brought up that the rule has not been enforced lately, and we should keep a watch on it. To quote Lyra, 'if you buy/sell multiple of the same item within 5 minutes, only report the latest, even if it is from multiple accounts'. Ranks, however, should use discretion and interpret the situation, e.g. the potential panic or influence which could be caused—whether intentional or not—on other fc users. As with all of the rules, this was intended as a guideline. The friends chat has always had a policy against influencing others (for example, by not allowing trending), and this rule is in line with this goal.

We currently have an ill-enforced 1 minute rule in-between like trades (updates of same value being reported multiple times successively) and during the rank session people felt that it should be reformed so that it still remains relevant. A few hours after the session there seemed to be some disarray.

Since the discussion was very mixed and disconnected, the admin team will look to both sides before changing anything. It would be be great if anyone wanted to voice their opinions before the we either adapts the new changes or keeps it how it is. The final decision will be based on what the community thinks.

This topic will remain up for discussion in the upcoming days but the team hopes to give clarification on the new standard soon!

First off, it doesn't happen much and so this rule is usually ignored and/or enforced quite rarely unless it is a blatant attempt at influencing others. The reason this was brought up recently is because of the, for lack of better words, "spike" in pumpkin prices over a short period of time. During this period they went up hundreds of mills in a short span and people were panic buying them. During this period, people were buying multiples of X item and reporting them all. For example: Instant bought X for 500m, instant bought another X at 525m. If these type of transactions occur from multiple people, with the same quick succession in between reports, it can signal to the chat that a buyout may be occurring and in a way is influencing people to try and purchase the same item due to panic, or what some may deem, opportunity. This is just a little bit of the backstory behind the current rule that is up for debate. The question is, allow these type of reports to happen, or enforce a timing rule in between reports.

The chat has always tried to merely be a place were people could come to ask for current prices, nothing more. It tries to stay neutral. The clan is a different atmosphere and has its own set of rules, so comparisons between the two can't really be made. The people may be the same, but the rules are not. The clan is a place to hang out and talk with others and is less strict than the chat.

The current argument against the rule:


1) It goes against the idea of a free market if people are restricted or only report the last transaction, instead of both in quick succession of each other.

2) More reports are better

3) R quark is trying to control the market and it will remain stagnant if this rule is enforced

4) Volatility is good and part of the market

5) It can't be controlled if people want to follow and instant buy themselves. Their losses are their own choices, and blame can't be assigned to one group of people/person


The current arguments for the rule:


1) R quark doesn't like the idea of quick succession reports, as they can influence people in the chat to buy/sell X item if they see others doing the same

2) The current rule has been changed before and and mentions that if people know they are going to buy/sell multiples of an item they should report just the last transaction

3) Allowing these type of reports to occur within a short period causes artificial spikes that usually only last a short time and are done with the intent of profiting off of others that may not understand the market and just impulse buy/sell

4) This rule isn't going to be the end of the market. Rares can and will still rise/fall.

5) R quark has always tried to be for the people, not for the opportunists



These are the arguments I was able to gather from the mess earlier. If there are any more for, or against the rule, feel free to post them.

As I see it there are three directions from here
a) remove restrictions on reporting, or loosen the rules (i.e. to cover only very extreme cases where the reporter's intention is blatantly to encourage others to buy/sell);
b) keep things as they are, that is, do not report more than one inb/ins of the same item within 1 minute;
c) be less generous, e.g. increasing the timer to 5 minutes.

It would be good to hear opinions from other ranks and regular FC users. I am happy with whatever the majority wants; I had no idea how unpopular this rule was until an hour after the session

Thoughts on this:

I'm fine with keeping option B) as long as we're going to enforce it. I'll admit that the ranks, including myself, have not been good out enforcing it. Having said that, I think it will serve as a good mediation between nothing (option a) and a 5 minute window (option c).

I just have a really hard time believing that people who were opposed to the time rules are generally putting the interested of the FC before their own personal gains. By that I mean they don't decide after buying 1 of an item that they are then going to go buy dozens of an item immediately after. They know that going into the first purchase that they are going for a buy out, and the way reporting currently is structured allows for panic to be induced. Many of these are the same individuals that carry a lot of influence in this particular market by their name alone because they have a lot of buying power (of which a good percentage of comes from these panic inducing buys and sells). I strongly believe that these influencers are aware of their status and know that their buys/sells lead other people to buy/sell the same item rather quickly.

These people clearly have a reputation that proceeds them., but it doesn't help that the clan chat fosters this behavior with comments like "Oh look, Person X is on, better buy/sell item Y to maximize profit/minimize loss." I know that the clan chat is separate from the friends chat, but they share a lot of the same people. During the wild times (most recent examples include this past week and early on this year), this population overlap is even more apparent, and includes plenty of people not ranked in either chat - the very people that we as ranks are supposed to help protect from influencers.


TL: DR - keep at least 1 min timer, have doubts that some people are doing successive updates over short time periods for the "good of the fc" and not for their own personal gains.

The original "1 report per minute" was added into effect to prevent a certain individual in the past (who no longer plays rs3, thankfully) from trying to incite panic within the Fc by reporting a lot of inb/ins within a very short time frame. Once this rule was enforced upon this person, they completely stopped reporting any updates, because it just didn't benefit them anymore. I feel like this would be the same in this case. Once the person(s) realises that they won't get away with it, they'll stop. Or they'll keep getting kicked, simple as it is. It isn't controlling prices in any way, it's to stop people from trying to control people.

As far as R Quark being accused of manipulation goes, we'll be accused regardless of what we do, it has and will always be the case. It's best to treat the users of the Fc like they're our children, we do things the way we do, for the good of the community, and hope that in the long run, the community sees that.

@pop I wouldn't expect the rank list to be updated very often, we're lucky that Lyra graces us with her presence for a rank session once a month.
