We only require a max resource at citadel weekly before the Tuesday build cycle to earn/maintain rank. If someone is recruit and fails to meet the weekly max resource and have it confirmed by an Overseer or Deputy Owner (key ranks in chat), they will be kicked for inactive and must be re-recruited if they wish to try again.
