Similar to Jarrets suggestion, I suggest keeping multiple Squads closed. I propose we open a few specific Squads with specific in-game intentions in order to attract members to join.
For this, I propose:
Squad 3: PvM / Bossing - out of every type of Squad we've ever had, PvM has always been a favourite. Considering Boss Hunting is one of the most active activities in RuneScape, it seems silly to not have one.
Squad 6: Social - speaks for itself, a Squad for those who are more interested in the Clan and making friends, socialising and casual play.
Squad 8: Skilling - similar to PvM, skilling is a crucial part of RuneScape's gameplay, having a Squad dedicated to these people who solidly would like to gain experience, level their skills, pursue Max or Completionist capes is a must.
Squad 12: Inventor (R&D) - new content coming, by gaining knowledge in the skill can be used to source and recruit members who are interested in and need assistance with and preparing for the skill.
Ranking:
We all know I'm a fan of the Experience tiered ranking system, but I am more than aware that it's crucial flaw is in the ratio at which a user gains experience as I'm known for gaining anywhere from 100,000 to 3,000,000xp in a single day. Under the old system that would mean I'd reach enough EXP for the Captain Rank in just short of 13 days which isn't exactly fair, when someone like Legz who plays the game very scarcely may gain 50,000xp 3 times per week taking him over 2 years to reach this level of experience.
However, I propose a minimal version to be put in place.
Captain ~ 8,000,000xp
Lieutenant ~ 4,800,000xp
3rd Seat ~ 3,200,000
4th Seat ~ 2,000,000xp
Silver Star ~ 5th Seat ~ 800,000xp
Bronze Star ~ Senior Officer * 400,000xp
3 Stripes * Officer ~ 200,000xp
2 Stripes ~ Junior Officer ~ 100,000xp & wait the 2 day period Smitz suggested.
1 Stripe * Recruit * Join the Clan

As Smitz has said, Squad members should be ranked based on their contributions to a Squad - but I believe they should be judged also on their contributions to the Clan via Experience Gain which boosts the Clan's Rank when folk are searching for Clans in the High Scores which is another method players are using to find clans these days.
Bronze Star + ranked members hold the ability to invite and accept Members into the Clan at the point the limitations are put back in place - as of now, only few people are available to actually bring people in and so this should be held off until we have at least 15 Clan Members online at various times in the day available to accept and invite potential new members from the forums.
Silver Star, Gold Star & Bronze Cross Ranks are virtually one and the same in the sense that they're mostly esteem ranks. These ranks show that the individual is trusted by their Squad Leader. These members are able to be delegated roles of Squad Management from their Squad Captain.
Bronze Cross has the ability to summon the Clan Avatar and also moderate the Chat, and so must be trusted and verified by Leadership + Squad Captains before being delegated this rank even if they meet the requirements.
Silver Cross is the Squad Lieutenant, I propose this rank be unattainable for the foreseeable future given that the whole premise of the Lieutenant is to be the right hand man of the Squad Leader. Has increased control over Squad duties and task delegation like their 5th-3rd seat peers. Is required to participate in any and all official business regarding the Clan and act as a voice

I'm hollowing out the Forums and will update them according to whatever changes we make. As of now, since a ranking system isn't set, there will be no ranking, no rank meanings, etc.
The Rank meanings are still relevant until such point we change their meaning... From what I understand all we're doing is adjusting how these ranks are actually achieved.

I have potential and a couple of definite recruits, and have re-invited myself to the clan since my cool down is over.
Until further notice, basically until we've ironed out the ranking system, Smitz, Legz and I will hold Silver Keys however I intend to drop in rank once we've sorted out a system that works for us all.
