You really can't make someone do something. You can try to require bank pins and the like but it's a little hard to enforce and a hassle to manage. We've tried it.
Honestly I think the best option is when an event happens like this to just hold a clan meeting. We have monthlies and discuss topics like these.

while were at it, lets bring back tutorial island as the place to start new accounts, and learn there about securing your account etc.

If people are gonna look at security information when they first start playing the game they certainly are not gonna look at it while doing tutorial island and if its forced that will put off so many new players, im not sure what the "tutorial" is now though.

In general I wouldnt attempt to do too much with this as im not too bothered about people getting scammed or hacked if you cant take the time to look at how to secure your account (the information is there although it can be easier to obtain) then its the players own fault. 99% of the time its because someone has been lazy or greedy.

I think the main website is a bit of a mess, not sure who designed it but its a bit all over the place, more time is probably needed to make it easier to use, one example under the game guide section there could be added "securing your account" and then all the information can be put there.
