I think I would answer if I thought I was someone who the OP might have specifically hoped would be able to help him, even if I had to say I couldn't.

For example, if I posted in my clan, "I can't run my penguin hunt this week - can anyone else do it?" I wouldn't find it all that useful for every member of my clan to post saying they couldn't.

But there are certain people who have done it before, who I'd be hoping would post saying they could. And it would be helpful, if they couldn't, for them to post saying so, rather than just ignoring my request.

So that's the context in which it makes sense to me that someone might post saying they can't help. Outside that context.... yeah, who knows? :)

Silence would be a de facto "no", is it not? When a question is posed if anyone CAN or is capable? The OP was looking for a "yes", not a "no".
