This would largely be a graphical requirement development wise and should not be technically difficult until you got to the "distribution" method, but I would imagine it is managable.
The issue here would be prioritisation - at the point we get one of the development teams to work on a Clan update I would worry that Clan Uniforms would not be the best use of that development time for clans. I would find it difficult to justify Clan Uniforms compared to some of the other updates the CLF has said it wants.
Feels nice to be able to agree with Matt for once, even though he's denying the request (for now) in a way. It's actually supported by a logical argument to be had this time.
*What would you J-Mods like to get done for clans anyway?
What IS at the top of your want lists?

Is it bad that I read this as Clan Unicorns?
Other than that, as Matt says, this is a graphics cost more than anything... so isn't something I can help with
Clan updates might as well be "Unicorns" - they're elusive. yet wonderful as it gets.

I'd wager the rewrite is the top priority since...thats all they ever mention it seems. Want and get, different thing.
"When history witnesses a great change, Razgriz reveals itself... first, as a dark demon. As a demon, it uses its power to rain death upon the land, and then it dies. However, after a period of slumber, Razgriz returns, this time, as a great hero"

An awesome question. I am fairly sure that Mod Maz has the permissions rewrite at the top of her list or a bunch of back end changes that would allow for further improvements more quickly and easily.
Personally? I would like to see a piece of Clan based content, probably utterly separate to the Citadel, which would engage both P2P and F2P players. What that would be I don't know yet but it would clearly need some regular engagement, probably on a weekly or monthly basis. A D&D dedicated to Clans so to speak. But that is off the top of my head.

I agree with others, the fun in clans is making a uniforms for some
So much choices out there in game.
I've seen some clans put allot of thought into their clan outfits and its amazing to see what groups come up with, making a standard clan uniform that's the same for all clans with just colors being the difference, may as well get the clan guards uniform and wander around in that, cause that's exactly what it sounds like. Apart from that and clan that's red black and white as a example will look exactly the same.

A non-Citadel clan D&D sure would sound intriguing.

My clan would definitely be interested in that, many members seam to lose interest in the current Citadel after a while.

Silly idea that's probably not possible to do:
What if part of the D&D rewards were Citadel resources, making it so players wouldn't have to cap at the Citadel in order to cap? Thinking it through, one thing that actually works in favor of this is that resource/capping data is stored on the individual players, so it could theoretically be tracked and given.

I would not want to link such content to the Citadel, no. That way insanity lies. I would want it to be completely discreet from Citadels.
