I have already read the feedback thread by calm enigma on this subject. The reply said that it was possible with an amount of dev work, that did not seem worth it.
However with current issues, it is worth it to add it to the game. For those of you who do not understand by filtered recruiting, this would be a setting set by selected ranks in a clan as to who can actually be recruited into a clan, and if possible join a clan chat as a guest in the first place.
For example my clan requires that you have 2000+ total or 130+ combat while being P2P (it isn't discrimination by the way. Discrimination is an act against something you cannot control) anyway it is because we are a high level bossing clan and only want those who are capable of doing what we do (we teach bossing with a non elitist attitude) however, if an admin were to be careless to check, they could recruit someone into the clan not being within our reqs (alt or otherwise). This can be very troubling for us, and annoying to deal with. Not only does it add someone to the clan who isn't supposed to be there, it also lowers our total, and combat level averages.
The filter would be set for us personally so that accounts would not be able to be invited without meeting our requirements.
Although not all clans have requirements to join, several do. If you could see this as helpful to other clans please support it. Eager to hear your feedback.

I think the guest filter would be worthwhile. Edit: I can't find the thread where someone explains why it'd be useful for them. But one of the reasons was because they hit their guest limit sometimes, and those who can benefit more from the clan chat the most sometimes can't guest.
As for the recruit filter, Runeclan tracks who's recently joined, and anything you'd want to filter you can look up on the official website. If your standards are that high, then it's good practice to get a sense of who your new recruits are, anyway, hence why I don't consider this research "unnecessary work."
The ability to kick clan members from clans, in context of the above, as such I view as good enough reason for there not to be a recruiting filter.

Your points are noted. But we should not have to go to a third party site to do what Jagex can do. Runeclan is a great tool, and the more tools you have the better, but it also takes time to update AND doesn't always display everything correctly. Also when kicking a member, clan members often freak out asking why they were kicked. The point of the filter is to avoid the situation altogether and allow EVERYONE to recruit freely without having to micromanage it so much.
I am a college student, and have a full time job. I do not have the time it takes to micro manage every single clan member and to make sure everyone is doing their jobs correctly. I do randomly check from time to time, but as stated this could be avoided and allow me to let all members in my clan to recruit freely.

That's a good point. Since your standards seem so high, to the point that you want the ability to filter recruits, and that you take issue with recruits who don't fulfill certain criteria--why not have a list of requirements on your thread, and tell all your clan members that the people they recruit have to fulfill such requirements?
I know it's extra work--you want your clanmates to recruit freely, but I'd disagree that no recruiting is ever "freely" done. We only recruit people whom we wouldn't mind having in our clan, from the looks of it, and it just seems your clan has more specific requirements than others might have.
Based on your situation, communicating joining requirements with the clan seems like something that the clan leader can take care of, as opposed to Jagex. You don't even have to be the one reminding people of this rule, since you can ask your admins to remind people of it and to help enforce it. It might even help to make them feel like their authority is trusted, if you delegate such a task

I have the clan broadcast messages set so that only lieutenants and up can see a kick message. and we post reasons for each kick on our offsite for the avoidance of any confusion, and it displays clearly what behaviour we consider unacceptable.
Lieutenant rank is also the lowest rank available to physically invite someone into clan, that way we know that everyone who is in clan its given the same message about what we expect of them and vice versa. There are plenty of ranks around, so restricting who can invite into clan hasn't been an issue.
My clan would probably run as smoothly without me as with me, each rank is given on merit and ability and I don't feel the need to micro manage any of them. If i didn't trust them to do the job, they wouldn't have it.
The utility for this function, compared to the amount of development required to create it, is not high. I would not want to add this to our wish list for Clans currently.

Unlike the proposed f2p filter system the consequences of the reasons behind the idea are a lot less damaging. for example if by the rare chance you recruit someone under the correct req its a simple case of just removing them and theres no harm done in the long as oppose to a group of f2p accounts continously causing huge disruption the chat.
For that reason its not something id really consider usefull but theres no harm in doing it if its possible to do. im not really going to support as i think the use for it is so small. we are fairly active in our recruitment and its probably only happened 3 times in 4 or so years.

All the people who have the ability to add newbies to the Carousers' CC are people who know very well the criteria under which they're allowed to do it. I don't think anyone has ever added someone they shouldn't have, and if they had, it would become apparent pretty quickly.
