Chat recognition - if you mean the admin broadcast, already done. if you mean when the other people login, that data isn't available for the same reasons as the symbol.
Naming your Clan Avatar - this is on the list of improvements for the future when clan dev recommences.

Avatar Warden Permission - Jagex could have made the Avatar Warden into a permission instead of a job title.

Avatar Warden Rank - create a new rank designated to Avatar Wardens.

Symbol - an icon put near the username in clan chat that has Hans summoned.
[~]
Username color change - a color change to the username in the clan chat that represents that this person has Hans summoned.

Chat recognition - a member of the clan logs in or joins the clan chat, a chat message is automated saying
"The following clan members have an avatar summoned: Player A, B, and C."
Similar to how the
