Depending on how you lure, it's scamming. Just because it's not a heavily enforced rule, does not mean it is not still a rule.
Spamming is not heavily enforced either, nor is scamming in general. When was the last time you saw a P-Mod, for example, action a player for scamming?

If I lie to someone to get them into a dangerous area (lure them), or if I lie/deceive them out of their items, regardless of what you call it, it is a SCAM. Not just a lure. A lure is just another word for moving a person from one area to another - luring/moving them legitimately is fine.
I.E. If someone was already in the wilderness, and I ran deeper into an ambush (luring them with me) this would be acceptable as it's a Pking tactic and they were already in the wilderness risking their items.
If I trick someone into dangerous area by LYING to them then I have SCAMMED them, not just lured. This is what differentiates a PvP lure and a scam. In PvP lures players are already intending on risking their stuff, in Scams, players have no intention of risking items and do not want to risk their items out of choice.
Sometimes warnings aren't enough. Especially for less experienced players.

^ If you're directing this to me, what happened with my issue in particular was that this an actual CLAN dedicated to luring that got one of my members. They film it and put it on YouTube and everything.
Just kinda sucks.

Anyway, just finished last night hosting a weeklong ninja-styled Olympics for my clan. Our clan has an "elemental pathways" included in our system, that allows each member to choose an element to align with, and then we base their upranking process on characteristics of that element, but needless to say, Fire won. <_< :( *is a Wind*

I know it's not how most j-mods would interpret the multiple logging in rule...just pointing out that multiple logging in to different worlds is another offense that Jagex doesn't really take a strong stance against (i don't think action has been taken against anyone doing it).

Not that I would ,but I could have a couple gold farming accounts feeding my main and that isnt going to have anything done?
Guess a lot comes down to peoples character.There were a couple of maxed ppl ( who i have respect for in being maxed ) that were banned other day for bug exploit.

There have always been cheats.Botters in various forms. If i was to have been put off that the guy next to me was only beating me doing something illegal then I wouldnt be playing.
This game has several faults and has allowed many to abuse it.That wont stop me from having fun or wearing any of my capes with pride.
its up to you how you play the game ,where is the satisfaction in cheating?

Well, having gold farming accounts to feed your main is much more a violation of the macroing rule than the multilogging rule.
Many people in my clan multilog and/or trade between mule accounts to get past the annoying buy limits on the ge, which is generally viewed as acceptable, even among player mods in the merchant community.
EDIT: as opposed to hosting, buying gp for irl, botting, and luring/scamming which are all seen very negatively as methods of money making.
