There are many things that are technically against the rules (you are tricking a player, so it is scamming) but that are impossible, or Jagex is reluctant to, enforce. It then becomes effectively legal, like dicing. I've written about this, but people complained that my objections were silly.

For anyone that might ask or need:
I changed my name from "El Italiano" to Sbq, no real meaning, I just wanted a 3 character name badly since I first started the game, and even though this name is a bit ugly, its the best I could find. I'll be changing back my name to "El Italiano" next month, this is just for the experience and thrill of having a 3 letter name (even though I know is useless and ugly).

An 'item scam' is to obtain GP and/or items from another player by via dishonest means."
Luring is obtaining gp/items from another player through dishonest means - in most cases, it involved lying/tricking them from a safe area into a dangerous area.
Luring IS against the Scamming rule. Jagex do not take it very seriously however; though they should.
