This sounds like it's basically the same as "Sunken Pyramids", an existing piece of RuneScape content which allows players to create their own personalised Slayer dungeon.
I think it would be a nice gesture for Clans, but honestly-speaking I'm not sure there's a need for it given that high level players can already create their own slayer dungeon and share it with other players.

I like the idea of adding combat as a possible cap skill. However not so much that there would be different monsters for different levels. What I like about the current skill plots is that you can all cap at the same place regardless of level differences (you simply get a different amount of xp). It enhances the feeling of being part of a community where you levels don’t matter. Therefore I think if combat is added, it should have one place (dungeon sounds pretty cool indeed) with a slayer monster that also gives scaled xp like the skill plots right now, so capping stays a group thing. Or at least the possibility to be a group thing.
I would also love to see a fishing plot added still
after all, where does the fish from the cooking plot come from?!

Me and my clannys always preferred combat over skilling!
We're poud of our citadel though because it took years of dedication to keep it T7 with such a funloving community where nothing is mandatory. So we want the citadel to be improved and be awesome, worth of our effort. Combat would be much beloved (:
