Several times in the last year and a half, our citadel tick time has changed, by as much as 2 days! Has anyone else encountered this, with the time changed by days?
Permissions are set so only the clan leader can move tick time.
We've tried to determine if the cause is related to when the first clan member enters the citadel after it's ticked. As a small clan, sometimes it can be a day or two b4 a clan member visits.

I've been the first one in many times. I've deliberately entered it after various lengths of time, sometimes not until the next day, and then checked the count down to next tick, and it's where it should be. This makes us think it's not related to when the first clannie enters.
We'd really like to figure out why this is happening.
It has always changed to further out, not sooner.
Thanks.

The new Citadel tick doesn't begin until someone visits the Citadel after the previous tick has ended. So if a tick ends Saturday at 12:00, but nobody enters the Citadel again until 12:41, then the tick will move forward by 41 minutes.

It's unfortunately not something Jagex is able to fix in the immediate future, and has been part of the game since Citadels were added. The best thing to do is to visit the Citadel again ASAP after a build tick to minimize how much it moves.

If it creeps too far forward for you despite trying to get into citadel absolutely on time, use the build reset option (see Quartermaster). To do this, enter the citadel at the new time you want it to reset at. After doing this, to do your next cap, just exit and reenter.
