Fully support! My clan participated in the last 3 skill cups that were run by Jagex and it was so much fun & really brought the clan together. Our small clan finished in 11th place which was great considering the competition. We voted not to participate in the player run comps. It seemed like there would be little or no control over "illegally" earned xp and no one was the final authority regarding the rules.
I don't know if the comments about being disorganized were about player-run comps or some of the Jagex combat & ironman comps. We only participated in the skill cup, and on the whole it was well organized with each year showing improvement.
Some changes I'd like to see:
Scheduling--Do not have a DXP weekend during the comp. It was said that DXP wouldn't be counted for the comp (the same that xp bonuses didn't count), but it was counted during part of the weekend anyway.
Schedule the comp so it will end before or begin after runefest. Last time there was a break between week 4 and 5 because of runefest. It was hard to get the momentum going again.
Q & A--Create a page that is just for Q & A about general rules that apply to everyone. The forums ended up being pages long with comments, questions specific to a particular clan's situation, complaints, etc. Interspersed were questions that all of the clans needed answered, but the J-Mod answers were found several pages later.
Recruiting--Some clans were offering big sums to players to join their clan just for the comp. There was a lot of clan hopping. Perhaps new members need a certain amount of time in the clan before participating.
J-Mod oversight--there were many questions & clarification needed before one particular skill week. The J-Mod in charge had scheduled to be gone and no one was filling in during this time. Lots of confusion.
If you're running this Shauny the rules will be clear, questions will be answered, and it will be well organized. A Q&A on CLF would be good too.
