There is very little built-in physical incentive to rank up in every clan in RuneScape.
Recruit -> General there is nothing exciting you can give them. You could argue that clanmates would be able to edit the Battlefield, use the Dance floor, set events, etc. but no one uses these features as tantalizing rank-up incentives.
We just give all Clanmates a rank of Admin+ (bronze pin), and give everyone Avatar access. This is enough incentive for clanmates to be involved in the Clan as they want to retain that access. They will then be promoted to Organiser (silver pin) and Coordinator (gold pin) based on merit alone; the clanmates who value a higher rank intrinsically are happy with this, even though there is minimal 'new' content for them at higher ranks.
Keys are reserved for clan staff, and again they only have new moderation permissions such as managing the Citadel and recalling Avatars. There's nothing new to benefit them, just stuff to help the clan.
Put simply, you have very little resource to motivate clanmates to rank up. The ranks are only worth as much as they are intrinsically to each individual, and if that individual doesn't care about a shiny badge next to their name there's very little you're going to be able to do to motivate them outside of locking them out of content which they should all have access to.

I see a lot different clan ranking systems but still not many ideas on incentives for motivation besides avatar perms or funding GP prizes. This leads me to want to create a system to implement as an update from Jagex to provide incentives for earning ranks.
Variations in XP gained in the Citi or from the Avatar perhaps in addition to fealty and distance? I know 45%/6% is already a generous boost to overall xp gains.
Maybe locking plots to specific ranks?
More bonus xp on cap completion?
Maybe these are possible and not constrained by technical issues.

I'm afraid all of those sound like restrictions rather than motivations, and are very open to abuse by hierarchy.
The simple face value is that you cannot create physical incentives for ranking up; they create issues of fairness and gameplay balancing.
XP rewards in general are pretty terrible as well. The Citadel needs something far more creative and unique if it wants to see use; something good that you can't get elsewhere that is useful for all players.
