I'm surprised that CLF was not made aware of this...

The CLF have not been made aware of it yet because it is in early internal discussion stage. I gave the Ninja team a breakdown of your feedback on the current cooldown/probation system yesterday. There will be discussion with the CLF and the wider community during the development process.
