Running a PVM clan we get a lot of guests. The purpose of us allowing people to guest in the clan chat is to let people see what we are about before we allow them to join. However allowing guests can lead to several other problems. Obviously a white list would help with this situation, but it isn't going to happen.
We often get people who just want to boss with us, but never want to actually join. So we teach them how to boss, and what to do--they want to reap the benefits of the clan without actually joining. Which isn't very fair to those who joined for the that very reason. Allowing guests to join also can lead to a lot of trolls, or poachers trying to join the CC. We all get people who were kicked once, and now have a permanent grudge against your clan.
Not allowing guests stops people from being able to see what your clan is like before joining. Which is a thing people like to do before they join.
So I am asking you, do you or do you not allow guests to join your chats, why or why not?

We allow guests, but we check their levels and clan affiliations on Highscores / Runeclan. We do have problems with permanent guests though, people that guest for hours each day but rarely (if ever) speak or contribute to the community. I usually track these people's xp on Runeclan and if its not equaling the amount of time they spend online we might kick.
We also kick low level accounts that we cannot confirm is a known member's alternate account (even though I hate how many people play alternates these days thanks to the ironman fad we do allow confirmed alternate accounts to guest.)
We also generally kick guests that do not respond to repeat greetings and just seem to silently lurk. Long story short we do allow guests, but we are strict on who can guest with us out of an abundance of caution.
I would just say banlist but that can get full, especially for larger clans. My advice is simple, kinda like seer stated. Check them out. If you are in a large clan where you have a couple assistants (overseer+ usually) then talk to them about establishing a guest policy and/or take the 5-10 minutes to check a person out.
By the looks of how you run your clan, I'm guessing you have a number of guests. So for the most part you will know a majority of them if they're regulars. For the minority, I'd just examine them on a case by case basis.
Our clan allows guests for a short period and if they actually talk. If people guest for days and often not speak we kick or pm them about it and ask to stop guesting of not intrested in joining the clan.

we allow guests, some of the people who guest use to be in the clan but we didnt have what they wanted, but we all are still good friends, I would hate to stop people coming into our cc we have a good guest pool base that are like one of us anyhow

At the end if they dont like where they go they always return home.
The way it works is when we see an unfamiliar name join the Chat as a guest, someone does the following:
1) Add the person, to see if they're a regular who changed names
2) Say "Hi [name], welcome to our clan chat."
3) If they respond, we ask how they found our CC. If there's no response after 2 minutes, we try a second time. If that fails, we kick them and ask on our FB Group Chat if anyone recognizes that RSN.
4) Background check. See their stats and what clan they're in. If they're an Overseer+ in rank in a clan, we keep an eye on them to make sure they're not poaching.
5) If they regularly show up and aren't a problem, we get them added to a list of "recognized guests" that can be seen in our clan forum.

Now, simply GWD should honestly not be a problem with random Guests. I only consider Raids to be worthy of only being inter-clan.
People join our CC to try to get into our raids teams, since we do full raids every 48 hours with 100% clan BM teams and if needed, we fill people for yaka if slots are open. GWD is non existent in CC. A lot has changed and gotten so much better while you have been away.
