The permission you're after, to allow your admins to also be able to set the avatar's resource, is found in the Citadel category of permissions. It is the second last one, with the icon of a mouse hovering above the resource icons.
The tooltip for this permission is incorrect. It does not "allow admins to fill avatar buff slots". Once enabled, however, it allows the ranks you enable it for to change the avatar resource.

You still need to have an avatar out for it to start capping after you select which plot you choose, but if you want to split the avatar up between plots then you sadly have to go to the stone and choose a different plot and just estimate how much you want in each plot if you choose to split the avatar capping up
so angelbarbela , not sure what your talking about because now its 1 avatar for the person who sets the avatar to cap at etc and then those who want to help on getting avatar capped can do so etc

What are you talking about?
We've always needed a summoned ava for it to cap.
Now it's even better, because 10 people can have an ava out & they will all be capping.
It's the same as always, but now even more people can do it.
& to you "its the most ridiculous idea Jagex has come up with this year."?
ok
Avatar is a Pet now, hence my post.. go back to your basement room.
Nothing to see here newb, move along!

The avatar may be a pet, but how are you imagining it's going to cap from the pond? Surely it makes sense for it to have to be out in the Citadel?
That said, avatars always seemed perfectly capable of gaining, say, rations, while standing near a Warden at, say, the Tree. So maybe they could do it from home after all.
The Avatar Warden job no longer does anything, seeing anyone in the clan can now summon an avatar, and use it to help cap in the Citadel.
To allow ranks other than Owner to set what the avatars collect, give the "set avatar buffs" permission to the ranks you want to be able to choose what's collected.
They should have changed the label to show what that permission does now, but they evidently forgot to.

I know, that but the Familiar interface is needed!!! its a pain to figure out how the avatar is capped. if they bring back the interface to the avatar wardens then we can see and use it correctly.
