This is a rough idea on improving activity within clans and between clans. I don't know if anyone else had suggested this but I figured with the possible clan updates coming in 2017 it's worth to give it some thought.
What if there's a system that tracks and rewards doing activities within the clan?
Think about:
-Capping
-Visiting Citadel
-Placing the Vexillum*
-Organizing and participating in clan events*
-Having the Clan Avatar(s) out*
-PvP rewarding kills, punishing PvP deaths (substracting points?)*

- ???
- ???
- ???
* = capped to a certain amount per week/day/hour
I'm not a mathematician so whoever can figure out a balanced amount of points earned/subtracted per activity, feel free to contribute.
The Quartermaster in the Keep will have a shop that high-ranked staff members can use to buy rewards with the points earned.
(Perhaps have two shops/two currencies, one for global clan unlocks, one for clanmembers (Like X points earned towards global clan unlocks and X points earned for personal progress by X-activity. (for example: capping))
Possible rewards:
-Reset Avatar cap, allowing it to cap again
-Cosmetic rewards
-Clan pet
-Clan titles
-Permanent unlocks (remove the upkeep? )

- ???
-Promotes activity by grinding points *fun!*
-Set goals for your clan (If you're a PvP clan - unlock PvP rewards, PvM - PvM rewards, Skiller - Skiller rewards, bankstanding clan - fashionscape rewards.)

- Will probably take up a lot of resources for Jagex to create this
- ???
- ???
- ???
Now, please remember: it's a REALLY rough and broad idea/suggestion so aside from whether Jagex will make this or not: do you think that if this was integrated in some form or another , that it would boost clan activity?
