I think you're confused about what role the number 1/3 plays in the carryover of bars.

Bars don't carry over a third of your excess instead of (at T7) 50% (half) of your excess.

They carry over at a rate a third of what the other resources do.

So they carry over at a rate of 1/3 x 1/2, that is, 1/6.
