Idea 1 - For Jagex
all the time when this happends it happend with a fresh account just from ''Starters island''
They wont be able to join a clan as guest until:

X... Total level
*
X... Total experience
*
X... Quest points
*
X... Hours playing time
This way those people needs do way more effort for them to be able to scam this way. Making it not worth to do anymore and probably stops.
Idea 2 - For Ranked players in the clan.
Clan Settings,
Open Clan Broadcast Settings
,
Join/Leave
> Enable Guest joined & left.
So when there is player with almost the same name as an admin+ people will noticed and can react to it fast. Also a Admin+ can then kick him direct out of the clan and tell people to ignore that player.

They can still join with random accounts and scout for '''victims''
Also if i'm correct, you can report those players who do this under: Offensive Account name
