I'm pretty sure the issue lies in which Game Client you're using to play RS.

I've only been having issues with this in NXT. ~ Sicariu

We ask you to report bugs in game as it gives far more information than here.

As this is obviously an NXT issue, there is nothing that the ninjas or content dept can do.

We have to prioritise game breaking bugs against other things (that's just sensible) so yes, it may feel like you're being ignored, but without that prioritisation, major things remain broken whilst little things get fixed. Mod Maz
