Back up kick ranks are not required to help moderate or call rules. They have been uniquely chosen based on how often they happen to be in a rankless fc and/or live in a timezone that we are underrepresented in.

As their position suggests they only want the ability to intervene when a rankless fc is hit by spammers or severe trouble makers and don't have the time to moderate or call rules and therefore will never be considered for a rank up ever.

Also when we need more room for ranks they will be the first ones to lose their ranks. At any time they can notify us that they want to actively help moderate and after they have been seen being active in fc they will be considered for a rank up as well.
