You can use runecrafting skillcape perk to find out which is your best 3rd rune.

I must be missing something :( It's not wise to get 100% most of the time. You end up spending more money in runes than the wax is worth in G.E. a lot of times. The runes in the ( ) are always best to use. Especially with combination runes. Like steam or dust. Each slot is only worth so much i.e. Wax is worth 7500 each x30 makes the slot worth 225k. Steam runes cost 358k to use. 85 wax+ is a wise target. Even if your third rune is expensive. You really should find another.
Yes the 3rd rune is random. This is per person. Each player gets a different 3rd rune. Any alternatives for that rune will also be random. Yet you do have 99 rc. Use the perk on your rc cape as Hillmonger said. Just right click your cape.
