There needs to be a middle ground between Fishing Frenzy and AFK fishing and the best I could think of would be Arc Fishing as far as XP rates goes but fishing spots are ridiculously scarce to upkeep on their own. Base rates at minimum are about 270k XP per hour doing Frenzy and AFK fishing at the Arc is around 170k base minimum. The middle ground should equate to 220k AFK or at least semi-AFK if there were to be something new released, and that here is what I'm suggesting.

Fishing is just ridiculously slow compared to all the other skills. I'm trying to go for Max XP here and this has to be the worst one. At least with RC you can put in work and get 400k+/hour. Fishing on the other hand would require BXP, cores, you name it. Maybe that's the cost of going for Max XP, to put up with one of the last pesky skills in the game but this is 2022 and base rates are for the most part sub 200k at max level.

As far as actual suggestions go, there's not much to say as fishing for useful fish players use every day has its place already for the most part. Minigames just may never see the light of day, but I'd say that would be viable if there were the XP rates to go with it. Area content like the croesus area was good with the skilling boss release but the rates aren't so. As far as items, an offhand is needed like that of the woodcutting/mining offhands and maybe some new XP enhancers for fishing to jump the base rates up by 30k xp. Increasing base rates by 30k XP/hr with items like those would fix the problem.

In general - 99 skills should be balanced for reaching 99, there are enough skills that reasonably enough work for 120 as it currently stands, but that doesn't imply that the rather slow skills (mining, RC (how do you come to 400k even - it's also rather 200-300k base, when not using any kind of bonus or that protean essence - or are you talking about continously crafting equipment?), agility, woodcutting, fishing,...) need to be adjusted for milestones beyond that - you do not miss out on anything, except for a couple of cosmetic capes if you do not go for them. I do agree with they're in need of at least some kind of rebalancing (woodcutting obviously even a full rework due to being broken as is), if they were level 120 skills , but that rather should happen when the skill gets extended, so experience rates wouldn't jump as soon as you go beyond 99.

And we certainly don't need methods solely intended for xp close to the level cap.

Abyssal Skull + Core + BXP + RC Set + Pouches + Familiar + Wildy Sword Tele...
One can amass a huge amount of XP p/h if left unchecked and they dont bog down by getting attacked by another player.

I did this from 94 - 97...very feasible running bloods/souls.
There are many other unorthodox methods of training skills that require minimal effort with maximum yields instead of pumping for the top xp which could result in lesser gains due to multitude of steps. Find your middle ground and what works best for your play style and run with it.

Yeah wiki says that's ideally 288k (and then your core (does that even work with the demonic skull?) and BXP, since those are not core items for partaking the activity, so wiki doesn't have that in its base xp rates) - if OP does this for RC, please also this for fishing, since it's never a good idea to lie or falsify information in order to back up a proposal. Catching algae also is worth up to 220k - so 440k with BXP, 660 BXP with pulse core/Bxp and potentially even more with cinder cores if you're able to maintain enough BXP. Fishing frenzy with base rates of 285k even more.
