As far as I can tell, having Lesser or Greater Bone Shield enabled provides no benefit other than allowing you to use defensives, provided you have the runes required, but still cost runes to enable. Therefore, I think there should be no costs for toggling these abilities, since they don't provide any benefit themselves, and if you use a defensive without a shield, you will pay the price then.

Bond Shield definitely gives more benefits than you think. We can still use any physical shield with Bone Shield on, and we can dual wield with Bond shield on when we can't with a physical shield, to say the least. Big differences between Bond Shield and physical shield. Bond Shield definitely should require runes.

You misunderstood my post. Having either bone shield toggled on doesn't do anything itself, you toggle it on so the game will let you consume necrotic runes to use shield abilities without a shield equipped, but you also have to consume runes to even toggle the shield on. It would be like losing adren for equipping weapons. I'm asking for the rune cost of toggling the shields on to be removed, but when you use a defensive, that would still consume runes.

Bone shield needs necrotic runes to toggle on and off because it is necrotic, not magical. You may think in the direction of rituals. We need necrotic runes to turn on an ritual and one to turn it off.

Magic and Necromancy have different mechanisms. They aren't just the same things and use the same "magical" runes. You may also think rituals are "magical" too but it is obvious mechanisms of rituals are far different than magic.
