Apparently real-life bamboo is somewhat flame-resistant, and has a tendency to explode with dangerous shrapnel and produce toxic gases if burned. I suspect this might be the reason Jagex added driftwood as the Arc's Firemaking resource instead.

Perhaps a better solution would be to allow us to Transmute bamboo into driftwood with Ancestral Energy? Both types of Bamboo are conspicuously the only Arc resource that lacks the ability to be Transmuted, and there's no way to Transmute other resources to driftwood. Not to mention the Bundling Kamis drop both bamboo and driftwood, so there's already a correlation there.
