And then what? Do you really think this accomplishes something positive long term? If your would-be solution to trolling is to try and "decommission" their trolling "tools", all you end up doing is punishing the innocent players, because the trolls will find more ways to troll people with. In fact, some of the trolls are hoping that their actions influence Jagex to do certain changes to the game, as it gives them the satisfaction that they were important enough to warrant said changes. Know what that means, right? Even if you don't care about whether they win like that or not, they'll keep doing it to get even further satisfaction.
If you actually want to make a dent in that trolling, ban them and ignore them. Disruptive behavior is against the rules, is it not? No need to devalue the drakes for those who don't troll with them, nor to make a bigger mess of the game's settings, just focus on those individuals.
