A common problem during the “The City of Senntisten” quest when recruiting the Gods, there is simply no way to find Seren on the top floor of Buthorpe Castle.

There is no dialogue to continue and I can't continue the mission, how can I continue please?

If you previously only did Battle of the Monolith (which historically was the sole pre-requisite for City of Senntisten), you'll need to do everything related to the EGW-Series as well in order to get the council to spawn in the first place, since the quest series was changed to be an actual quest series, rather than that loose collection of quests it was. It doesn't show for CoS, since the only direct pre quest still is battle of the monolith, which you nowadays couldn't even complete anymore as is. Leads to a bit of confusion for players halfway through.

So you should try to see having Azzanadras Quests and all of its pre-requisites completed. Improvements: Tooltip / (F2P) QoL v2
