As minor as the benefit of that head is - it certainly should be permanently obtainable ingame.

Yes, I support your idea, but would go with 1/640 which is still twice the weapon drop rate.

There are basically only 2 items ever since the original rares, that are never supposed to return - that was the fish mask and that was the golden party hat - the only items for which they explicitly stated this. Everything else is fair game, but just don't expect to see them anytime soon - they usually don't even return the few following promotions afterwards. Improvements: Tooltip / (F2P) QoL v2
