If you activate it and keep in your backpack, after logging out it'll start gathering a very small amount of "invisible xp": all that xp you could've gained between Runescape gaming sessions e.g. 1-2 hours cutting down magic trees, you log out with this item and you'll gain 1-2% of the total woodcutting xp next time you log in.
The more you play the game, the more xp you'll get when you're not actually playing. This will prevent people that leave the game for days or weeks... or months... to abuse this device.
