I unfortunately have plenty of experience with copiers. As for the actual border part of the signature. If you can prove that is yours then you can get mods to stop him. As far as text goes however, unless it's a whole thread or something you probably can't have anything done just for a small quote. I would say the best course of action would be to be polite about it. More often than not people like this are just looking to aggravate you, and if you demand anything from him it will probably make things worse. Trust me, I'm talking from experience here. Usually the best thing to do is to just keep in all those nasty things you might want to say. If you ask nicely he may cooperate.

Even though it would be a bit of a pain to change everything back, I think I would still rather have arial 9. It is just a way better font in nearly every way. But no, they will probably make it some big awkward fancy font that will be impossible to work with... ah well. Only time will tell.
