Your story is pretty good and I do have a character in mind if you wish to use it.

Character Name: Dragon-Master (Something like that)
Character's Combat level: 120
Noobiness of character: 1 - 2
Speciality: Quester and Tasker. NEVER PKs, very friendly, and likes to have fun with toy penguins (Sometime will release 30 of them at a time)
Other details:
Wears full Ringleader outfit almost always.
Has full dragon armor when in combat.
Follower of Zaros and normally says "My Great Lord" instead of "Zaros".
Master at Magic and Prayer.
Uses a godsword that doesn't have a hilt, which means no special attack.
Will use Korasi's Special attack when in combat with a tough target and will use Enhanced Excalibur to heal himself when he is skilling or in Ringleader outfit.
Lends Dragon Claws for free, doesn't use them for any other reason.
Also has a pet red dragon named Flame who always follows him but never fights.
