Yes, while Jagex does define a roleplay as a story being told by multiple people, ultimately it is the thread owner's story before anyone else's.
Here's how roleplaying generally works:
The thread owner makes a post concerning your character. You choose how your character attempts to handle the situation. The thread owner tells you what your actions resulted in. You do not directly control anything outside your character without permission, unless it's minor like an NPC who has no effect on the main story.
For example, in my introductory post for Alicia I had her engage in a fight with some bandits to demonstrate her abilities. Those bandits aren't going to reappear or ever be mentioned (mostly because they're dead, but meh), and the fight itself isn't anywhere the other characters. But if I suddenly had a large group of bandits descend upon the current scenario, that would be a bit out of line.
Also, I believe TM stands for Thread Master or something like that. Whoever controls the thread, basically. I could be mistaken though since I don't actually use the term myself.
Point is, if you want to lure five ogres (creatures which have already been established as difficult to kill thanks to their armour) and a new group of adventurers into the current situation and potentially change whatever Angel had planned for that encounter, you should probably ask permission first.
I'd actually recommend you make a second or even third character if you want to get involved in the other scenarios. Since these are three separate stories on different sides of Engelain you can't just hop from place to place.
