Bribery? Sure but it gets expensive regardless if your funds range from what's in your pocket to a galaxy spanning empire
Diplomacy? Eh ok. Interesting way, far more "formal" than simple bblackmail theft threats bribery
Culture? Entertaining to have everyone wanting to be like you. But can take the longest.
