I don't feel you've caught on that neither X7A nor Ryder are functioning members of society. I mean, X7A was going to kill Annie on the chance she was going to be a problem - do you really think she cares about anything but what her toyboy Micheal whispers in her ear? At least, that's my speculation.

Right now, anyways. She's only taking the orders because he happens to be her Operator.

It's not like it matters who is the one giving the orders, as long as they're either from the Government or can somehow communicate with her through the channels that indicate they're from the Government. Done in by the dubious doings of destiny.
