It seemed that the Hive Mind was unaware of the Sleipnir; after waving its tentacle across the battlefield, it would probably hesitate for a few seconds, giving everyone a chance to initiate their plan...

Even if I were to skip the machine's "start up", no formal plan has been discussed. Literally none. Zazilno is pulling a potential aerial assault on his own inititive, but at this point, why is the only shuttle being sent into battle against a potentially unknown Cthulhu-like monster? How boned would the Marines and the group be if he accidentally got shot down?

If I remember correctly, wasn't there a ground force en-route?

By 'initiate their plan' I mean 'do whatever you want' basically.
Due to the storm's interference with communication, the rest of the Alliance and Horizon Institute are unaware of what's going on. Zazilno attempted to contact the frigate, but is unable due to communication interference.
If Zazilno got shot down, eventually, another means of transportation would pop by. The rest of the fleet is in space, so there's always room for an alternative.

Yes, Horizon Institute sent soldiers to Icarus Rising, which is nearby the hospital. The lieutenant and some marines will be going there next post. Soon, the two subplots will merge, with a little chaos in the middle, so get ready for the finale of Mars pretty soon! (within a few turns, tops)
