Well you best not do any of the latter whilst you're down in Lumbridge.

I've always wondered why Aubury's rune shop is in the bad part of Varrock. With all the people that buy items from NPC stores and then sell them at the GE, you'd think all the store owners would want to be in the northwest side of the city. Ramsay Bolton is the king we deserve.

Well the real answer is that the rune shop was there years before the GE. (Personal opinion but the Grand Exchange was one of the contributing factors towards the ruination of Runescape,) but I suppose Aubury is a mage so has no qualms being in the rough area.
