Well, you don't have to have a military, although it is recommended if you wish to engage in many of the world events.

Though I'm assuming you mean everyone is trained in combat and there is no professional standing army. Yes, that is allowed, but you'll have to make your population smaller than what would normally be allowed, to avoid having 700k soldiers. Beneath the gold, the Bitter Steel.
