Good start, but a little unrealistic.
I would suggest using either Ardougne or Keldagrim- Both are more geographically suited than Varrock for a war with the Fremnik Province. And besides- Why should Varrock even care about a nation on the other side of the world?
If there's an explanation for it being Varrock, later in the story, you have every right to yell at me.
EDIT: In gladiatorial fights, it's customary for the emperor (or, in this case, the king) to point his thumb down for the man to be killed, up for him to live. Watch the movie Gladiator.

Do not quote Hollywood as historical accuracy. Kthxbai. We actually *don't* know which way the emperor turned his thumb to show death, we merely know he "turned his thumb." I chose for him to turn it up.
Also, in this story Varrock has a vast empire, and the Fremennik lands are much larger than they are today. Think about it as in history: today it would make little sense to have Italy and northern France at war, it'd make sense to do another, closer country. However, it would make perfect sense to have the Romans attacking Gaul (Northern France).
