I'm pretty sure that Smurf Black has NOT quit. He is in Vietnam or summat like that until late December. Do not expect to see him 'til January. He HAD quit, but now Guard is paying for his membership.

Yeah, I knew that, and that's why I was thinking it was TYL. I was thinking that you were asking if TYL librarians had the power to accept/deny stories.
And you might be able to do so on this thread--Matt doesn't read 'em over too much anyway.
