Chalcon sighed. The High Council was a group of archmages that had arrived on Gielinor at some point in the fifth age, and had struck some sort of deal with Guthix, which left them essentially in charge of the world's affairs while Guthix slept. On Gielinor, only a select few knew of the Council's existence, despite their actions affecting nearly all of Gielinor.
Unwanted attention from the Senate of Magi, or their unacknowledged masters in the Witches' Synod was bad enough, hearing that a member of the Synod had followed a “fugitive” to Gielinor was worse. A “fugitive” was, in common terms, a waerloga, an oath-breaker, or as common people knew them “warlocks.” Judging by the actions that the Synod member had taken, Chalcon presumed that this particular fugitive was a betrayer... a person who had originally been a low ranking member of one of the four powerful mage groups that existed throughout the universe, before turning to the maleficium... the “dark arts,” and fleeing.
To such a person, the rune magics of Gielinor would look like child's play. Truth be told, even the ancient magicks would be underwhelming.
Chalcon bit his lip, thinking. So far he hadn't heard of any unusual activity in the outside world; which meant that whatever the fugitive mage was doing in Gielinor he or she was doing it quietly. But presuming that fugitive actually had a reason for being on this world, it was only a matter of time before the fugitive's actions became more open, and while the High Council potentially could deal with such a mage, they were currently split over in-fighting, and were unlikely to do so.
Thankfully, for Chalcon, there was someone else who might be able to counter a fugitive mage. Granted, right now, he had more potential than actual skill. But with proper training...
"He appears in the Form of a Man with many Countenances; and he hath a Book in his right hand. His Office is to teach all Arts and Sciences unto any; and to declare the Secret Counsel of any one."
